Kangxi's reign began in 1661. So when referencing 1671, you would reference it in Chinese historical records as "The 10th year of Kangxi's reign." and if it was 1711 you were referencing, that is 70 years from Kangxi's reign, so it ends up being 9 years into Yongzheng's reign, so it would be "In the 9th year of Yongzheng's reign." Basically, all the eras kind of line up consecutively. As an additional note, the Chinese used a lunar calendar system, so this is kind of a rough explanation, as the number of days in a year don't line up perfectly, so there's also that calculation to take in mind when doing conversions. Additionally, the character he's using is "substitute" because he is "substituting his father king to manage the country."
