In short, Lilia-san can use a power that stands above magic, Authority, but only for accelerating time, and because it is Authority, not magic, that acceleration cannot be nullified by ordinary Time-Space Magic.
The same goes for Fate-sans True Blessing, she had explained it as becoming luckier, but more accurately, it must be that the Authority of Fate activates in certain elements tied to luck.
