From the information he had gathered, he knew the connection between the two. Sovereign Dao Eyes is the ruler of an ancient empire known as the Great Qian Saint Court. Dao Eyes knew he was still a long way from the second step of the Quintessence Realm, so he planned first to raise the national strength or destiny of his Empire. While Black Order was weak, he was still a Saint-tier assassin with excellent escape skills. Furthermore, his subsequent retaliation severely injured Great Qian’s Prime Minister and Divine General.

Realizing that a forceful approach would not work, he tried a softer one. He offered Black Order the only thing the latter could not resist: methods of improving its foundation pillars. As he relaxed his body, he prepared to continue gathering more worlds to fling, but then, he heard the announcements of the two Tribunal Lords, followed by the Divine Beings’ reaction.

’Do my people revere me as much as these people do the [Highest Sovereign]?’ Ying Zheng asked himself as he watched these people’s morale reach unprecedented heights. As a ruler himself, he could not help comparing himself with someone as majestic as the [Highest Sovereign].

’The common people do, but the cultivators do not. Many probably have great disdain for me,’ Ying Zheng thought, not lying to himself. ’But why is that? How am I inferior to the [Highest Sovereign]?’Unconsciously, he remembered his past back on Middle-earth.
