"...The decision is final and irreversible," Althera declared firmly, seated on a throne-like chair that seemed crafted to dominate the room. She leaned fully back, pressing her spine against the support of the seat, projecting an aura of complete authority and unyielding resolve. "Anyone who refuses to comply will face serious countermeasures-there will be no exceptions, no negotiations, no delays."

Before her, in the vast, sunlit hall with sunlight pouring from every possible angle, sat no fewer than two hundred individuals. Each occupied a massive, custom-made seat designed for comfort and authority, and behind each figure stood one or two attendants, ever alert, tasked with both protection and service. Their presence exuded prestige, discipline, and power. From the way they carried themselves, it was clear that not a single ordinary person was among them. Every gaze, every gesture, suggested rank, experience, and influence that could sway decisions in the sector.

"Your Exellency, you are placing us in an extremely difficult position. Please, reconsider this decision," one of the seated dignitaries spoke, his voice calm yet firm, a subtle tremor betraying the weight of the matter. The seriousness of his expression left no doubt: he understood the stakes. "What exactly do you mean by tripling the mandatory fees? Do you realize the burden this imposes?" "Your Majesty, your academy already commands the highest tuition in the sector," added another attendee, his tone tight with frustration. "You offer almost nothing essential to the students-merely a fraction of the library, and some basic training in combat that is far from comprehensive. We have borne all these burdens silently, without complaint. Yet now, you choose to raise the fees on us-by threefold, no less?"

"This means that I," a third voice interjected, a man scanning the hall in disbelief, "who has been paying fifty thousand Pearls annually-five million Pearls per century- will now be forced to pay fifteen million? Are Pearls just lying around the streets for us to collect casually, Your Majesty?!" His voice rose slightly with incredulity, echoing off the high walls of the sunlit hall.

Althera's eyes, large and commanding, swept over the room, letting silence fall like a weight before she responded with unwavering certainty. "The world around us is changing, and you all see the consequences of inaction. Vanguard Blaze Stellar Academy and Deep Mist Stellar Academy have completely ceased contributing to the containment of Anti-Life forces in this sector, leaving the entire burden on Dawn light Stellar Academy to carry the fight alone. How do you expect us to continue operating at the old rates, as if nothing has changed?"

"And what does that have to do with us?" one attendee called out, voice tinged with frustration.

"And what does it have to do with me?!" Althera's retort was sharp and unwavering, her gaze cutting across the assembly. "The powers of the sector distributed their forces by enrolling their children in the three major academies, contributing funding for the Peacekeeping Armies. Now that Vanguard Blaze Stellar Academy and Deep Mist Stellar Academy have stopped deploying peacekeeping forces, why did none of the powers that used to fund them redirect that money to Dawn light Stellar Academy? Why pretend ignorance, as if this does not concern you, while placing the blame solely on the academies?"

"Your Majesty, are you telling us that you are punishing us because the other sector powers did not withdraw their children from the other two academies and send them here? Why should we bear the cost of their mistakes?" one of the dignitaries asked, irritation clear in his tone.

"Oh, it does not end there," Althera shot back, her gaze locking onto the man with intensity. "More than a third of my students have already withdrawn to join the Sacred Covenant Academy, and another third have ceased paying tuition entirely, claiming they need the funds to prepare themselves against the Doubled Centennial Grave Empire, which now threatens the political stability of Middle Sector 99. So tell me, who truly bears the responsibility here? The burden cannot fall unfairly on Dawn light Stellar Academy while others shirk their duties. You all see the truth-I will act accordingly, and the academy will survive, but it will be under new terms."

Then she raised her voice a little more, letting the tone of authority resonate through the chamber. "At this moment, I am operating on only 30% of the previous annual income, while I am expected to oversee and protect a region that is three times larger than the area I was originally responsible for. Does that make sense to anyone here? Does it seem remotely logical or fair to any of you?"

Her hand swept in a commanding gesture toward the door. "You will have one full year to deliberate and make your decision. When the fees for the upcoming year are due, decisive and uncompromising measures will be implemented

without exception."

"Hmph!"

All of those seated before Althera rose in frustration and indignation, leaving the room one by one. After the countless disasters and setbacks that had been plaguing the sector lately, the last thing they needed was yet another proclamation of this severity.

"..." Only once the last person had departed did Althera allow herself to relax slightly, abandoning the rigid, commanding posture and leaning her head into

both hands.

The past decades had been undoubtedly the most challenging period in the academy's long and storied history. And the reckless maneuver pulled by Vanguard Blaze Stellar Academy and Deep Mist Star Stellar Academy had made the situation far more complicated and strenuous.

Those two academies had reduced their fees, implemented new and practical educational methods, and publicly abandoned the prestigious title of Stellar Academy so they would no longer have to mobilize their Peacekeeping Armies. Yet in truth, they had never formally submitted any request to the High Council to officially relinquish that title.

On top of that, the heads of the two academies had begun creating their own administrative governments, establishing bureaucratic hierarchies and assigning new titles to the commanders of their armies. Every indicator suggested one thing-they were actively preparing to establish empires of their

own in the near future!

Under ordinary circumstances, the High Council of Star Academics would have dispatched enforcers or punitive forces to impose severe consequences. But the ouncil itself had fractured from within, corruption spreading through its ranks. Who could possibly take responsibility to punish anyone at this point?

Bang!

Althera slammed her desk forcefully, the sound echoing through the grand chamber, and then rose, moving purposefully toward the massive gate.

All the anxiety, turmoil, and unrest within the sector-indeed, across the entire cosmos-had been caused by two individuals acting entirely on their own whims and personal agendas: the Cosmic Elder, and Robin Burton!

If it were not for the Cosmic Elder's reckless and irresponsible actions, this crisis would never have occurred. And if it were not for the Sacred Covenant Academy, under the guidance of Morgana, and by extension following Robin, she would never have lost a full third of her annual income.

If she could not reach for the Cosmic Elder, then at the very least, Robin Burton would be held responsible for compensating the academy for the severe

financial losses incurred.

"Your Majesty."

"Hmm?" Althera stopped immediately after leaving the Grand Assembly Building

and turned her gaze to the side. One of the Space Portal Guards had approached her, standing straight and alert. "What is it?"

"There are unfamiliar guests," the guard reported, slightly tense. "They refuse to wait and insist on going directly to Professor Robin. Should I permit them to
