"I’ve received information that one of the Commandments of the God’s Will has set its sights on both the Giza Continent and the God’s Continent."
The moment the words left his mouth, everyone in the room turned sharply toward him.
The reaction was only natural. His statement involved one of the Three Bringers of Calamity.
The Ruler of Gluttony alone had plunged the God’s Continent into chaos. Entire territories had fallen, and several major factions were still struggling to recover from the devastation he left behind.
"A Commandment..." Alexander’s voice turned grave. "Do you know which one?"
Souta shook his head. "No. I only know there’s a high probability they’re preparing to move."
He withheld the rest. Revealing too much would invite suspicion. It was enough for them to understand one thing. The fragile peace they were enjoying would not last.
Xue Yi leaned forward slightly. "Are we talking about a full-scale assault... or something like their previous operations?"
The difference was critical.
If it was a full assault like the one launched by the Ruler of Gluttony, the consequences would be catastrophic. Multiple factions would be dragged into war, and the balance of power across the continents would shatter.
If it wasn’t a full invasion, it would still be disastrous. One or two cities could be wiped off the map, just as the God’s Will had done before, but it wouldn’t escalate into a continent-wide war.
Still, even that much would be more than enough to plunge the world back into turmoil.
"That... I don’t know." Souta shook his head. He looked at them one by one and asked, "What’s the current state of the God’s Continent?"
The Second Head turned to look at the Fourth Head. Alexander and some of the other Heads also turned toward the Fourth Head.
The Fourth Head smiled wryly and said, "First of all, everyone should’ve heard of it, but I will say it once again. The Ruler of Gluttony has fallen."
Souta narrowed his eyes. As expected, he had already fallen at this point. ’What about the war between the Titans and Olympus?’ he thought inwardly.
The Fourth Head began sharing the major pieces of news across the God’s Continent while the rest listened.
After a while, Souta grasped the gist of the current situation on the God’s Continent.
The borders of Olympus were still closed, but judging from the actions of the other factions, they must’ve defeated the Titans. The other factions were also hunting down the remnants of the Gluttony Army. As for the Lord of the Wood, the nearby factions were preparing a large-scale subjugation.
"We can’t do anything about the Commandments. We can only prepare ourselves to avoid them," Esriel suddenly said.
Jovi and the others nodded at her words.
"At best," Alexander turned to Gerxuzs and continued, "we should avoid attracting more attention for the time being."
He then turned to look at everyone else. "Still, that doesn’t mean we have to avoid everything at all costs. If necessary, go all out. The Dragon Council will not stop any of your plans."
The Fifth Head nodded and added, "Having said that, we still have to be careful. Who knows if the Commandments are going to launch an attack given your current situation?"
Xue Yi tapped the table with her finger as she listened to the conversation. She glanced at Souta and asked, "Do you want to add anything, Seventh Head?"
Souta looked at her for a moment before nodding. Then he said, "I want to ask about the current development of the Dragon Council. Initially, it was founded to protect the Mine Valley from outsiders, but what about now?"
The Fourth Head, Third Head, and Fifth Head turned their heads at the same time. They were among the founding members of the Dragon Council. They had been there since the very first meeting when it was established.
Souta understood that each of them had their own forces. They only helped each other when necessary.
"The Dragon Council is a loose organization. We can’t force each other to do something we don’t want to. We won’t get in each other’s way. If needed, we will help our members. But we still have to develop," Souta said.
The Fourth Head agreed with his words.
"So what do you have in mind?" Xue Yi asked with a faint smile.
The current Dragon Council was strong, but it wasn’t strong enough to stand against truly massive factions.
"The Dragon Council doesn’t have a base anymore. We’re only using the Fourth Head’s territory as a temporary base. However, this won’t work in the long run." Souta paused for a moment before continuing, "What happened to the base in the ancient ruins?"
"It’s still intact. The Dragon Council still owns that place, and no one aside from us knows about it," the Fourth Head answered.
"The resources in the ancient ruins helped us when the Dragon Council was pushed out of the limelight in the Hall Plains," the Fifth Head added.
"We can start there. We’ll fully rebuild the ancient ruins as our base and excavate all the resources we can find," Souta said.
The Fourth Head and the others nodded at his words.
"If anyone needs help, they can negotiate with the other members," Alexander said.
The ancient ruins in the central region of the Hall Plains would become one of the Dragon Council’s bases. They would build more bases across the continent.
The Heads of the Dragon Council were strong, and they would grow even stronger. Some of them didn’t care about building forces, but others were interested. After all, each of them had different opinions.
The meeting continued, and Souta suggested several locations where they could build additional bases for the Dragon Council. The places he proposed were all rich in resources and could aid them in their training. The environment was also favorable.
The meeting lasted for two hours before it finally ended.

Souta opened his eyes, his gaze falling on the [Meeting Table of the Outer Realm].
A faint smile curved his lips. "The Dragon Council is moving," he murmured. "Their progress is better than I expected. I thought they’d weaken after losing a few Heads back then... but I was wrong."
The new members had made the Council stronger. Esriel and Xue Yi were both formidable experts, and with them on board, the organization’s influence was only set to grow. Alexander had invested heavily in this so failure wasn’t an option.
The ancient ruin in the central region of Hall Plains would serve as the Dragon Council’s first base.
"Organizations like this... they never seem to have a future," Souta muttered to himself.
Each member pursued their own goals; there was no single, unifying purpose. Yet, rather than destabilizing the Council, this individuality made it resilient. In a way, it strengthened the organization, allowing it to endure.
"I need to visit the ancient ruin if I ever return to the Giza Continent," he thought.
Souta could already foresee it: the Dragon Council was destined to become a powerful force in the years to come.

Fadu woke up from his sleep. After a few questions from Souta, the two of them emerged from the burrow.
"So, you’re the young master of the Rulman Household?" Souta said, a faint smile tugging at his lips. "If you want me to escort you... well, you’d better be prepared."
Fadu swallowed hard. "Yeah... I discovered Uncle Dihra’s plan to take over my family. He wanted to silence me."
Even his other uncle had died trying to protect him.
Through Fadu, Souta learned that the Rulman Household was one of the leading families of the Tidal Merchant Group, the largest merchant organization in all of Wave Bond City. Their influence extended across the Depth of Banquet, and even the Lord of Wave Bond City showed them respect.
"Your uncle must be panicking... since he hasn’t captured or killed you," Souta chuckled. His eyes flicked to Fadu. "Tell me, what would your uncle offer if I were to hand you over?"
"No! Don’t... I’ll do whatever you ask, just don’t hand me to Uncle Dihra!" Fadu’s voice trembled.
Souta’s smile remained calm. "I’m only asking. I have no intention of giving you to him."
He gestured forward. "Now, let’s return to your family."
Fadu nodded, still visibly tense.
"Prepare yourself," Souta added with a faint grin. "Whoever is behind this won’t let you go back easily... but you don’t need to worry. You have me here."

Rulman Household.
A woman sat gracefully in a chair, her presence commanding attention. Her skin bore a bluish hue, and gills peeked from the sides of her neck. Long black hair cascaded down her back, and fins extended delicately from her wrists. Her eyes were green and gem-like shone with sharp intelligence.
She was the Matriarch and Head of the Rulman Household, one of the three leading families of the Tidal Merchant Group.
Her name was Freida Rulman.
