Rui stood over in the skies above the city as he exercised his power, accelerating the innate healing power within the countless injured survivors extracted from the rubble.
"Light of Healing."
A mass-healing technique he had spontaneously created with the Forge of Creation on a whim after seeing how many injured citizens there were. He had realized that even the emergency healthcare systems of the Kandrian Empire were bound to be overwhelmed with excessive injuries and not enough infrastructure, manpower, or resources to heal them all.
In the past, such a technique would have been utterly impossible for him without Gigabrain, but ever since he became half-Anthean, he was powerful enough to adaptively evolve his cells to become powerful phototransmitters that, with extraordinary precision and accuracy, enhanced their ability to produce light by generating photo-active substances with the pluripotent exotic matter.
He used a domain similar to Angel of Laplace to gain a complete vector map of the entire city in his mind while focusing on the injured, diagnosing their injuries, and then commencing a quick healing procedure.
He stimulated stem cells with targeted photons that triggered cell division, while also accelerating autophagy to create an abundant supply of nutrients to heal the wounds.
The healing was complete due to the distance and the sheer scale he was applying the technique over, but it got rid of all the life-threatening injuries and other major injuries, greatly lightening the workload of the healthcare medics and nurses that had been dispatched to the city.
It burned stamina tremendously, despite how little energy there was in the output of the technique, but because Rui had infinite stamina, he stopped caring about such things.
The healing process lasted five minutes before he deemed it complete.
"Huff..." he heaved a satisfied breath. "That should get rid of any casualties from this point on. Now to transport them to the treated section of the makeshift medical camp."
He lowered himself from the skies, drawing closer to the city he had started with, while hordes of Martial Artists drew closer and closer to catch a glimpse of the most powerful man in the country and the continent.

He landed on the ground as he found a drawing crowd of amazed and awed Martial Artists, beholding him like he was a being from outer space. Two Martial Apprentices closest to him stared at him like he was an extra-dimensional being.
"Your Divinity!" Sarin immediately fell to both knees, before kneeling and pressing her head to the ground before him. "It is an honor to meet with you once more."
The gesture seemed to spark a wave of startles among the gathered Martial Artists as they remembered who they were standing before, causing them all to kneel or bow to various degrees.
"Your Highness!"
"Your Sagehood!"
"Your Holiness!"
’Maybe I should have used stealth.’ Rui heaved a sigh. "Rise. Now is not the time to observe such banal formalities. We have work to do. Or rather, I do."
RUMBLE...
Rui mobilized his power once more as he closed his eyes. The rising radiation of pure power, unlike anything they had ever felt, caused them to shoot up as they beheld his body shining with the power of his extraordinary Martial Heart.

A partially-healed civilian disappeared.
"W-Where did he go?" A medic shot around with alarm.

One by one, Rui teleported each and every single one of them.
Not just the civilians they had managed to extricate from the rubble, but also all the civilians that had yet to be rescued. He had healed all of them with his domain before teleporting all of them away. It was easy when there was no turbulence and heaven and earth were completely calm, especially when he had the right amount of negatron matter.
"Where..." Jaryu muttered. "Where did they go?"
"I sent them to the various medical camps established around the city," Rui replied. "Since I healed all of them, they should be fine enough to be put on less priority, which should help the medical staff breathe easier."
The medics and nurses who had gathered around widened their eyes with shock. "Y-You healed them, Your Highness?"
"Yep, I used the same mechanics that healing potions do. I know you couldn’t use them because there were simply far too many injured and the supply is too constrained, so I created a Martial Art technique that replicated the process," Rui informed them with a patient tone. "I’ll send some formal documentation of the process and the technique to the Ministry of Domestic Affairs that will distribute it to you guys so you can double-check my work, but I estimate that there should be no issues."
They all bowed and knelt deeply, depending on how religious they were. "Thank you, Your Highness! You have greatly helped us! There were so many victims that were very likely to die despite all of our efforts, thanks to you, they get to live!"
Rui’s expression darkened as he shook his head. "Don’t thank me. I’m least deserving of your gratitude, out of all the people here."
Before they could even inquire, another presence drew closer to Rui.

A Martial Master arrived from afar as her substantial presence drew attention from everybody around them.
"Allow me to offer my apologies for welcoming your presence this late, Your Highness. I was stabilizing a section of the bedrock that was dangerously close to caving in, threatening to take a quarter of the city with it." She bowed deeply before him. "Your presence and your aid are deeply welcome and ones that I am extremely grateful for. Is there anything that we can help you with?"
"No worries, I don’t need your assistance," Rui replied calmly. "I was just exercising my power to alleviate the worst of this crisis. I was planning on doing it on a national scale at once, but the problems and the scale of the issue are extremely diverse, so I’m teleporting from population center to population center affected by the tsunami and floods, undoing the worst of the damage."
