Chapter 3761: Troubled Minister

"This..." The Minister of Domestic Affairs widened his eyes with a shocked expression as he carefully read through the report before him. "Is this... really possible?"

The reports describing what Rui was doing in each population center in East Kandria were truly stunning. He couldn’t even fathom what he was reading, even if it had been verified by multiple sources who independently reported the exact same thing.

"He healed people in an entire city by shining his light upon them, and then... proceeded to get rid of all the rubble with a single tap of his foot?" Minister Danes’ composure crumbled as he pored over every word of the reports before him. "Is... is such a thing even possible?"

Martial Artists could only use their power for combat.

The further away an activity was from combat, the less they could use their power. In other words, they were hyper-specialists who couldn’t deploy their power very well outside of battle. In exchange, they had the highest amount of combat power for the lowest amount of energy intake by far; it wasn’t even close.

The Dawnbringer, on the other hand, had managed to bypass this limitation by an enormous extent, more so than any other Martial Artist that Minister Danes was familiar with.

Beyond that, the actual feats he had accomplished seemed impossible even if Martial Artists weren’t hyper-specialized for violence. No, this kind of power was beyond anything he had ever heard of. It did not even sound like the feat of a Martial Artist at all.

"He actually managed to do everything he said he would..." the man muttered with an expression of disbelief. "So he was absolutely serious when he said all that. Looks like I will have to seriously honor my end of the agreement now that he has freed up this much manpower."

Rui had sought manpower to expand the capacity of the Royal Funeral Committee so that he could invite leaders of all Sage-level powers across human civilization to the funeral of his father, the late Emperor.

Minister Danes’ expression grew serious as he considered the implications of this unfolding. When he had heard that the Emperor of Harmony had been assassinated, he knew that a storm was going to ravage the nation the moment the funeral was conducted, as princes and princesses would bid for the throne by compelling the constituents of the government needed for holding the Royal Crowning Ceremony.

However, if the Void Prince intended to summon the highest leaders of human civilization to the funeral, there was no doubt that he had something in mind to accomplish by bringing them all together. Most likely, he would convey an extremely important message to human civilization and his intentions for the future.

As the most powerful man in the Panama Continent, Minister Danes knew that no nation would dare to abstain from deploying its highest leaders. Even considering the destruction of Kandria’s naval and seaport infrastructure, the presence of World Bridge technology and the surplus of negatron matter that Kandria had meant that there was no excuse for any of the leaders of human civilization not to attend.

And nobody wanted to earn the ire of Rui Quarrier.

"Just what... is his intention?" Minister Danes’ expression tightened. "I hope, whatever it is, it isn’t..."

His voice trailed off.

He hoped that Rui’s intentions weren’t selfish like they were the last time. He was but a child when the previous throne war had unfolded more than a quarter of a century ago. But he still vividly remembered how the entire nation had thought Rui would be the next emperor, and it seemed almost guaranteed.

Then, out of nowhere, the Emperor of Harmony was completely healed from what was supposed to be an absolute disease.

It was only later during the Great East Panamic War that news of a conspiracy orchestrated by the Emperor had spread throughout the continent, a strategy that Prime Minister Edward had conceived. People had felt betrayed that the Emperor of Harmony had engaged in such deception and deceit to hang on to power, putting them through what could only be described as a storm.

However, it was only after he was hand-selected by the Emperor of Harmony that he learned the full truth.

All of the tumult they had gone through at the time was due to Rui’s unwillingness to ascend to the throne, going out of his way to find the Divine Doctor in the depths of the Beast Domain and get him to heal his father.

Minister Danes was one of those who didn’t have as much of a problem with that as the others; Emperor Rael was the greatest ruler he could have asked for as someone tasked with domestic affairs. But Rui’s responsibility-phobia and aversion to burdens did not leave a good impression on him.

And now, things were even worse.

"He may as well be a god to this continent, no, there are people who do actually worship and deify him as one, so that isn’t even an exaggeration..." Minister Danes sharpened his eyes. "The question is..."

What was he going to do this time?

He had heard rumors that Rui could resurrect people; would he turn his father into an undying zombie to remain on the throne for eternity while he frolicked away as if he were a young boy?

Just thinking about what His Highness’ intentions were was stressful. This was a man who could bring about unparalleled prosperity and flourishing or... unprecedented suffering and ruination to the Kandrian Empire and the Panama Continent.

The only good thing that Minister Danes could be assured of was that Rui had good intentions.

He could easily dominate the Kandrian Empire, but he didn’t. Even when he approached the minister, he had been cordial and did not pressure him into doing something unreasonable for his sake. He was also going out of his way to mitigate the damage that his actions had brought about to the Kandrian Empire.

"But... good intentions are not enough." Minister Danes’ expression grew worried. "Someone who has good intentions but is unwilling to take responsibility will only bring about ruination."

His eyes sharpened.

"What will you do, Your Highness?"
