Rapid-expansion wood technology was one of the many elven biotechnologies that the Panamic Alliance had acquired from West Genora in their esoteric matter trades. It revolutionized the concept of civil construction. It could produce buildings in less than an hour.
And, according to the elven immigrants in the Kandrian Empire, it could fulfill the base infrastructural needs of Project Metrovision in less than a month.
"It could be even faster if you chose to rely on biotechnology for energy transmission and communication infrastructure." A young dark elf seated several seats away at the conference table remarked with a knowing tone. "However, since you have insisted on limiting rapid-expansion wood technology only for structural development, you won’t be able to make use of the speed advantages of our construction technology for the rest of the city."
She was the matriarch of the elf colonies in the Kandrian Empire, comprised of those elves who rejected normal elven tradition and had chosen to migrate to Kandria to gain deeper insights into esoteric flora and the mysteries of the Lost Continent.
"We are not a civilization of biotechnology, Matriarch Sylphia," Rui gestured with his hands. "Even if it has advantages, we are not adapted to it, and so it doesn’t suit us at the moment. The rapid reconstruction of our cities is good enough for now. Danes, what is the total estimate for the timeline for Project MetroVision for the entirety of our eastern coast?"
"It depends, Your Highness. We need the thumbs-up from the throne, which is still empty at this moment. But from the moment we start, it will take... two, no, three months."
Rui’s widened as his expression grew ecstatic. "That’s incredible. I always knew that our civilization would grow more powerful once we assimilated the high technology of the true world. Three months to reconstruct a quarter of our nation is really, really good. We’ll bounce back almost like nothing happened without too many long-term negative impacts and reap the rewards of becoming a high-tech nation."
He gazed at the ambitious city blueprints of the MetroVision Project. It screamed sci-fi to him with its feel and vibes, and the sheer integration of high technology into the city plans. They had even gone through with negatron teleportation amenities for high-volume goods, while still retaining sophisticated but conventional travel amenities.
He turned towards Ranea. "What of the naval and maritime development timeline?"
"It is more complicated, since we will have to amend some of our naval and maritime protocols to account for the quirks of biotechnological infrastructure, but ultimately, the timeline for the standard reconstruction is around two months, and the construction of the naval world bridge of Project SeaPhase will take another month," Princess Ranea answered with a confident expression. "However, this can also only occur after the Emperor gives his okay. Which means none of this can commence until you have ascended the throne."
That was the consequence of the vacuum of power. The country had some emergency protocols that allowed the government to function even if the ruler had been deposed, but true change and progress could not occur until the throne was occupied.
Rui nodded with a serious gaze before sweeping his gaze across the high-ranking government officials gathered in the conference room. "And there you have it, members of government."
His ethereal eyes sharpened. "These ambitious plans that will revolutionize the future of our nation cannot begin until you coronate me. I have fulfilled the condition you gave me in our previous meeting, as Raul’s reports show, and thus you are obligated to coronate me in accordance with your word."
This time, there was no resistance. The ministers shuffled in their seats, sharing knowing glances. Even if a few of them still had some misgivings with Rui, they understood that there was no other alternative at that stage.
On top of that, Rui sought to cannibalize the current administration into his because he didn’t have the time to build a new faction and administration from the ground up, which meant that all of them got to keep their jobs.
"We will coronate you at the soonest, Your Highness." The Minister of Finance, Minister Varnen, nodded with a serious expression.
"We look forward to working with you." Grand Admiral Falmina informed him with a tone of respect.
"May the Kandrian Empire shine under your rule!"
They quickly rallied behind Rui, allowing Secretary Claris to immediately proceed with the planning. The date for the Royal Coronation Ceremony was arranged for the very next day, and the announcement flew across the nation and the continent.
Nobody wanted to delay it.
Not to mention, the international guests of honor for the royal funeral were still present within the Kandrian Empire, having yet to depart. Thus, they could be arranged to attend the coronation as long as it was held before they left.
The Kandrian Throne War had ended just one week after the death of the Emperor of Harmony.
Rui heaved a deep breath after the meeting was over, loosening his shirt and vest. He stood up, walking towards the window of the conference room. He gazed out the window at the auburn light of the evening skies, enjoying the silence.
He wasn’t accustomed to being surrounded by that many people and having to engage with them to the extent that he did. He couldn’t even imagine how much more of this he would need to handle when he became Emperor.
"I really need to get me a chief minister."
There was no way he could get involved with all the minutiae of governance for every matter. It was a position that didn’t exist, so he would have to create it and find someone whom he could fully trust and someone who understood Rui inside out as an Emperor.
"Still... it is fulfilling in its own way. It’s nice to use my power to help people. If Project Water is a self-centered ambition, then being Emperor is a selfless one. Once the two of them boost each other and create a positive feedback loop. This nation and civilization will grow alongside me until I reach a higher Realm of power."
That was his path forward to Transcendence.
