By the time Rui walked out of the governmental meeting, he had passed a whole slew of legislation, including the MetroVision Reconstruction Project Act, the SeaPhase Naval Construction Project Act, the Eastern Restoration Project Act, Economic Stimulus Act.Together, the complete and total estimated time for the reconstruction of the eastern seaboard of the Kandrian Empire was slated to be under a year. In less than a year, East Kandria would be fully reconstructed with cutting-edge technology.
In addition, he created two new ministries as he intended, the Ministry of Harmony and the Ministry of People, headed by Raul and Ru. Beyond that, he brought up numerous policy proposals, many created in consultation with his new royal advisor, the Shepherd, that would help the Kandrian Empire change. Water policy, as Rui called it, that would help the nation obtain his power to adaptively evolve in the face of impediments.
Additionally, he created a task force that would help him create his organization to impose law and order over the Martial World. It took some debate with the cabinet of ministers over a variety of topics as they tested the waters with how far they could push Rui back without facing a backlash.
To their surprise, Rui remained rational even in the face of more intense pushback to some of his ideas and took their considerations into account with each of his decisions. Despite infamously being erratic at times, it appeared that he was still more than rational enough to keep cool-headed, contrary to what they might have imagined from a Martial Artist like him.
It was a pleasant surprise for the government officials. The Emperor of Harmony was extremely cool-headed and rational in that regard, more than they could have ever hopedfor from most monarchs, and it appeared that they could count on Rui for that as well.
By the time his first day as Emperor was over, he was exhausted.
THUD
His head fell on the table of the royal office. "...Are we done yet? Can I clock out and get out of here?"
In front of him were a whole swath of documents demanding an overview and a signature. They comprised forms demanding permission, approval, review, or comments. There was also a whole slew of digital intelligence reports on the various changes occurring in the Kandrian Empire and around the world.
The shift in the movement of the Beggar Sect. Changes in supply chains and how they would affect the Kandrian Empire. Developmental reports on the space infrastructure technology and the timeline of space projects. Negatron technological development. Foreign intelligence from the True World Intelligence Organization regarding recent developments in the Evolutionary Army and Greater Tekvoria.
He also had tons of political proposals, such as drafts for new pacts and covenants with the Martial Union, a more powerful relationship with the Panamic Martial Union, and a proposal relating to the economic corridor project, and the implementation of the flora network.
Each of these demanded his attention as Emperor. He found it to be much more exhausting than when he pushed his mind to the limit with his Martial Mind and systems of thought, even if it wasn’t as data-intensive.
Secretary Claris shifted her spectacles with a finger, directing a sharp glance at Rui. "Your Majesty, your father worked twice as long as this and got through four times as much work as you did. But... it is also true that this is your first day and you have tackled the most important matters right away, so it may be prudent to get some rest."
Those words made Rui appreciate his father a lot more. He had thought he would be able to effortlessly blaze through all of the paperwork in the blink of an eye due to superhuman processing speed, but he hadn’t expected his inexperience and unfamiliarity to paralyze him as much as they did.
"My father was an amazing man."
His tone was soft and low, but sincere.
He lifted his head, gazing at all the work pending before him. "He did this for... centuries and never cracked. I can’t imagine just how tremendous his mental fortitude was."
Secretary Claris’s expression softened as she walked over to him, patting him on the back. "Your father was the best ruler there ever was for a reason."
A wry smile emerged on his expression as he gazed out the window at the approaching darkness of the twilight sky. "How’s the search for a good candidate for chief minister going?"
He had asked Secretary Claris to find him someone who could handle the boring paperwork so that he could delegate most of this work to somebody else.
"I’ve begun casting a wide net," she remarked. "But unfortunately, it’s not that easy. Your demands are high, making it difficult for me to find someone who fits all the criteria. You want an ordinary human who has both a highly academic background and lots of experience with management, who has a temperament that allows them to suppress their own ideologies and beliefs, and adopt yours instead to function like you would. And this person must be very intelligent."
"Keep searching." Rui stretched his arms and body with an expression of relief. "Surely there’s someone in this continent who fits my needs."
"If it’s someone knowledgeable, experienced, and intelligent, then why not simply delegate the chief minister to Princess Ru, Your Majesty?" Secretary Claris raised an eyebrow. "She’s easily competent enough to handle the extra-burdens.
"Because she’s too driven in her ideology to truly reflect my will," Rui replied knowingly as he played with his crown, twirling it around his finger. "She would begin to impose her own will and ideals, consciously or subconsciously. Especially if she thinks she can get away with it. I need someone who is capable of becoming a blank slate. And I need someone whose mind I can read so I know for a fact that they’re not trying to pull something sneaky."
"Very well, Your Majesty."
"Once you have a shortlist of candidates, send it to me. I’ll use the Eye of Prophecy to find which best suits my needs." Rui stood up, putting his crown aside. "Now then..."
His expression lit up with some life and enthusiasm. "Tell the manifold folks to open the manifold up."
Secretary Claris’ expression glinted with disapproval. "Please get some rest, Your Majesty."
"Martial Art is rest for me. Not to mention, I’m only psychologically exhausted, not physically or neurologically." Rui smirked. "And with the manifold, I can go a whole day in less than two hours. And it allows me enough time for Amare. What would I do without it?"
Secretary Claris heaved a sigh. "Very well, Your Majesty. If you insist."
