The Divine Mother’s words stunned Rui. The information that he had acquired was that Divine Mothers were naturally born. However, her words indicated that this wasn’t truly the case.
"You guys... know how to produce Divine Mothers?"
"Yes," Divine Mother ooo—o- replied. "However, producing even a single Divine Mother is extremely difficult. It’s also, unfortunately, very esoterically intensive. That is why we can only produce a bit over a hundred or so of us despite our numbers and our vast swathes of territory."
That made sense. The arakai had conquered many millions of stars, and yet they were only able to produce over a hundred Divine Mothers or so. He couldn’t even imagine how difficult this method would be for humans.
And then there was the question of whether it could even be applied to humans at all. Afterward, the arakai had different kinds of neurology. Maybe their technology only worked for them and not for everybody else.
Still, he was shocked that they even had the ability to produce Divine Mothers at all. Recently, he had made some interesting tangential discoveries on how his Martial Embodiment while in Gigabrain could actually create more uniform phenomenology in those who beheld it, even if it also killed them, so he had been considering the possibility of being able to produce Transcendent breakthroughs.
That was why he found her offer alluring. Even if it couldn’t directly be applied to humans, it was possible for him to apply the foundational principles to humans and gain some benefits.
However, if it was truly as resource-intensive as the Divine Mother suggested, then it was also possible that human civilization simply didn’t have the qualifications to be able to apply it. In which case, the value of the information was simply not as high as the value of his information.
However, he was not in a position to negotiate, unfortunately. Even if he judged the method for Transcendent impunity to be more valuable than the method to produce Transcendents, it didn’t matter, because he didn’t have that much leverage.
Now that the War Faction had gotten their hands on the method for Transcendent impunity, if the Pluralist Faction, which was their biggest opponent, didn’t also get it, then the balance of power would completely crumble, and the War Faction would dominate the arakai civilization.
It would prolong the war between the humans and the arakai. In other words, he had no choice but to ensure that the Pluralist Faction got its hands on the technique. He could at most ensure that he didn’t give it away for free.
"I’m willing to trade the method for the method for Administrative impunity and the a mutual security pact," Rui replied, with resigned acceptance, causing the Divine Mother to raise an eyebrow.
"I thought you didn’t want the security pact."
"Not by itself, no. But stacking it on top of the method to produce Administrative impunity, and I think we have a decently fair exchange."
"Very well then, I accept that trade."
Rui lamented the fact that he would never ever have dreamed of sharing this information had they not failed to stop the Mindstitch from transmitting the information back to her compatriots. But alas, what was done was done.
"You first," Rui told her with an eager tone. "Tell me how you guys produce Divine Mothers."
"Very well, let me begin by reminding you once again that this is not an easy method by any means. It’s not certain and is definitively expensive," she said in a serious tone of voice. "Our civilization first discovered Administration many eons ago when we began expanding into the stars as a young advanced civilization. We came across an indigenous planetary civilization that was inferior to us in every way, but was ruled by a so-called god."
This was not uncommon among primitive planetary civilizations. Usually, the ’god’ that they worshiped was nobody special or, at most, slightly superior to the rest of their kin. Human civilization had come across several such planetary civilizations in the past thirteen years ago.
"In our case, however, the god was actually quite impressive, for it was an Administrator," the Divine Mother explained. "When we tried to conquer the world, we suffered our first defeat as an expanding advanced civilization. And that was when the research into the phenomena of Administration began. At the time, we didn’t have any understanding of what it was, but slowly, our theories and our science took shape and we understood the true nature of reality. Naturally, we sought this power despite its flaws. Our research was long and arduous, but it led us to a particular esoteric substance that we suspected could help us with inducing phenomenological uniformity."
Rui’s eyes lit up at those words. He was not familiar with any such esoteric substance.
"We call it o—o-o—o-," she told him, clicking with her pincers. "Which translates to—"
"The Unifier," Rui translated it himself. "What does it do?"
"It is a substance that integrates everything around it into a homogeneous body," she told him. "And it is also a substance that seems to have a special relationship with the information dimension. The only esoteric substance that we have discovered that is as such. Officially, it is called meta-integrative substrate, and it is exceedingly rare."
She projected an image of what the substance looked like.
It was a truly unremarkable substance in its appearance, resembling a gray pebble. It was so ordinary that a part of Rui wondered if she was just making shit up in order to get her hands on the method to Transcendent impunity.
"...I’ve never come across such a substance on Gaia or any of the offspring that we produced of it," Rui remarked with a stunned tone.
"It’s exceedingly rare even among infected worlds," she explained. "That is one of the reasons that we are only able to produce so few Divine Mothers relative to the size of our civilization."
"Why don’t you use pluripotent exotic matter to reproduce it?"
She shook her head. "Pluripotent exotic matter can only reproduce its physical effects, not its metaphysical ones. If such easy solutions were viable, we would have conquered the entire galaxy by now."
Rui fell into thought as he processed the information that the Divine Mother shared with him. Even with just the information that she offered, he understood how the arakai leveraged this substance to produce Divine Mothers.
